The specs state 2 x USB 3.0 onboard but the picture don't show it.  Does it really have onboard USB3 header?  I case has 2 and I would like to have it.

This model only has 2 3.0 USB ports on the back panel. The rest are 2.0. There is another version of this motherboard by ECS Elite Group that is exactly the same except the 3.0 USB heqders are onboard rather than on the rear panel; however I am not sure where you might find that version. Try going through their main website. Hope that helps.

I see the reviews about the compatability with the pentium g3258 not  working. So then probably i shouldnt ghet this board might not work with my i74790k? But if anyone know for sure the i7 4790k works appreciate to hear it . will hold off buying this mobo until i know for sure

not sure what they are talking about. H81 chipsets sometimes need a bios update to work with the newer gen intel processors. the only issue with the G3258 is that it only supports 1333 speed RAM while the mobo will support 1600. I currently have this combo running with 4gb of 1600 speed RAM and the CPU throttles it back to 1333.

No, I'm quite sure the Xeon e3 1230v3, an LGA 1151 part,  will not work with this LGA 1150 board.  
See  "pcpartspicker" for mobos compatible with this cpu.

When you look up this mobo on "pcpartspicker" it gives this list of compatible LGA1150 CPUs.

Is this motherboard compatible for the Dell OptiPlex GX520?

Unfortunately not, assuming you are running original CPU (that is Pentium 4 or Celeron D). If you are the original owner of that particular Dell, props to you for taking care of your stuff cause that's OLD. You will kill yourself trying to find a new compatible motherboard. The RAM and CPU are out dated by several generations. Also, as this is an older pre-built, there is a good chance this is a Mobo made by the manufacturer specifically for this case and you won't be able to find a different one that will match screw holes) If you have the cash, now would be a great time to upgrade. If not, get a refurbished one., it's literally 15 dollars more than this mobo. Then you have a back up PSU (which will probably be the next thing to die), RAM, and CPU.

Can I use that one for Dell Inspiron Small 3647? I'm not that good with PC , so want to know also will I need a video card or that one have integrated one?

I would think this would fit in that model Dell, but i'm not 100% sure that it will.  This is a pretty small motherboard.  Also, you will not need a separate video card unless you plan on doing some more intense stuff on it. You can either connect this to a monitor via the HDMI or VGA.
