what wattage power supply would it need?

Depends on the Processor (an i7 would draw about 90-120 watts as opposed to an i5 which would draw about 45-65 watts) also, the Video Card could potentially draw between 60-500 watts depending on the card.  Mine is running fine with a 700 Watt Supply.  When it comes to power, more is generally better!

What type of CPU's can run on this?

Any Intel processors that have a LGA 1155 type. (If you are new to computers, click on specifications and look for CPU type LGA 1155.)
If any processor has that socket type, you are good to go!

P.S. Try to keep it a fairly low powered CPU. I would not recommend using a i7 type CPU. i3 to i5 would be preferred.

My processor is celron D. is it compatible to  biostar h61mgv3 lga 1155 mainboard ?

No Celeron D is not compatible.  You need to buy a 1155 socket processor, I recommend an I3,  You can get 1155 Celeron but with the I3 you do not have to buy a Graphics Card for the motherboard.  Also, in the 1155 sockets the I3 is the recommended processor for gamers and general purpose.

Does this motherboard support memory speeds of 1600 Mhz for Sandy Bridge (Intel second generation) processors (such as the i5-2400) which natively only support 1333Mhz?

This motherboard is not compatible with the Sandy Bridge Core i family of Intel CPU's. This motherboard uses the H81 chipset, which only supports 4th Generation Intel Core i3, i5, and i7 CPU's, and the 20th Anniversary Edition Pentium G3258 (4th Gen. Version). This motherboard does support 1600 Mhz RAM, just not for Sandy Bridge.
