can the bios for this be flashed without a cpu thats compatible to get it ready for 9000 series cpus?

I used multiple of these both worked out of the box without issue with 9000 series CPUs. 9600x to be exact. I then did update bios, just cause I always do.

What should I do if the boot time is longer than expected?

In BIOS settings you can enable Power Down Enabled and Memory Context Restore. Its under the advanced memory settings in the OC section.
