What kind of chipset does the MB MSI|X670E GAMING PLUS WIFI R use?

The MSI X670E GAMING PLUS WIFI motherboard uses the AMD X670 chipset.

If I populate all M.2 slots will it effect the performance of my Video Card?

That's more of a processor question. You'll have to look up how many "usable PCIe lanes" the processor has. Most high end CPUs have plenty though.
