Does this have built in WI-FI capabilities?

No, there is no 1/2 height mSATA port for a wireless card, but oviously you could use a PCI-E card or USB wireless device.

Question 2

I need to use the PCIe X1 slot for a wifi card, but plan on using a dual slot graphics card as well (e.g. GTX 970). Can you put a graphics card in slot 3 and it still work?

Yeah, you can put a graphics card in slot 3.  This board is suppose to support 3 graphics cards, if remember correctly.  I plan on putting my second graphics card in slot 3 since I'm using a dual slot graphics card along with water cooling.  The dual slot card and the water block make for a pretty thick piece of hardware.  This board is awesome!

Can a 4 pin power plug work or is the 8 pin needed?

I am currently running an i5 with only a 4-pin connected, my PSU's CPU cable was a split 8-pin, but with the plug format only 4 lined up.  According to the manual, the additional plugs are for delivering extra power for overclocking, etc.

I want to purchase this but I am unsure if it will fit both my gtx 970 strix's, anybody know if they will fit?

Should be no problem. I have the gigabyte 970 and its a bigger card than the strix, and it fits. It really depends on your pc case.

Do the two pci-e x16 3.0 slots both run at x16?

No-This board drops both slots to X8 if you use two video cards
There are expensive extreme gaming boards out there that only have two PCI slots-Not sure if those support dual X16 lanes
