Can the M.2 fan speed be manually set in the BIOS?

Yes, the M.2 fan is connected to one of the motherboard fan headers, so you can control it in the bios just like all the other fans. There are 3 preset modes (silent, standard, performance) or you can set a custom curve too. You could even just unplug it if you really wanted to.

Anyone else getting a 100Mbps limit with this board when wired? I'm tried new cat5e and a new cat6 to my existing network and it's still limited. Tried the drivers on the Intel website too.

you need a 2.5 gig network switch your router does not have this google 2.5 network switch all computers must be connected to it to get 2.5 or buy new router that has this 90% routers dont have this the switch will cost 100 to 200 or more

Is there no bio flashback button or clear cmos ?

There is a clear-CMOS jumper on the bottom right of the motherboard, down from the PCIe slot. You can find the product manual on the ASRock website, the usage of the CMOS jumper is detailed on page 37 of the English language User's Manual.
