Will this video card work in a Dell Dimension 8300 (PCI not PCIe slots) and Windows 7 OS 32bit ?

Yes, It should work fine although it may be a little tricky loading the drivers for two cards: one AGP and this one: PCI, simultaneously which is how I am running it, to power three monitors on a single-core AGP system.

I am running an Sapphire HD-3850 and the Vision Tech3450 together and don't find need to disable any of my auxiliary monitors to play Steam games at their highest settings . . . this applies to Windows-XP, Vista and Windows-7 that I also run all on the same computer from independent hard drives.

A Sapphire 2400-Pro PCI also worked quite well but eventually the card expired after about three years.
If you were just running the PCI alone, it should be a cinch.

Don't forget to turn off your antivirus while loading the drivers.

Is this compatible with Dell Dimension E520 with window Vista 32 bit? Looking to upgrade card for Dual monitor support.

Hi Holly, 
Although I don't know what motherboard Dell uses, this video-card runs great in combination with my Sapphire HD3850 AGP main video card for triple monitor support on all three of my 32-bit operating Systems: XP, Vista and Windows-7 that I run from different hard drives on the same computer.

You would almost certainly do best to download the most current drivers from the AMD website and be sure to turn off your antivirus while installing the fresh drivers.

I would expect the card may be a little weak running from the PCI 2.0 slot for gaming or intense video but should be great for most any other application. I haven't tried running just the 3450 alone for dual monitor support but apparently it is made to do that. I might mention, that the very best cards you could run for dual monitor support would be either the HIS or Sapphire HD-3850's or an HIS HD-4670, most of which you may have to find used, unfortunately. If so what is the difference with VisionTEK manufacture number 900302 or 900608 ?

Yes, it definitely should. I am running it on my PCI 2.0 slot in an older ASUS P4P-800-E Deluxe motherboard, teamed with my Sapphire 3850 AGP card for triple monitor support . . . it is strictly a PCI card and not a PCI-Express. 
It has been completely compatible with XP, Vista & Seven, alike

I'm running OS Windows 7 Pro in this Dell OptiFlex 780 smaller case. The graphics card in it won't run Diablo 3 or even World Of WarCraft. Thats the only games the Grand son really plays that is an issue. The case is as I said smaller so length is a  problem to some extent. Does it or will this card require addition power or cooling fans. Will it be compatible with Windows 7 Pro. HELP me I have been reading lots about video cards. I thought Diablo wanted a GeForce card I'm finding out thats not the case. Good they are higher priced i'm finding ?  Shira Penick

it is highly unlikely that you will be able to upgrade the videocard in this computer Shira, even if you could somehow squeeze it in, the power supply would most likely need to be replaced. Being compatible with Win 7 is the least of your problems. For what its worth I would consider buying a new PC rather than upgrading this one.

Upgrade for performance and cooling, what is recommended, will a video card upgrade help my Dell Dimension E310? I am running Windows 10 with no problems except for an occasional shortage on available rams?  But cooling is an issue, any suggestions, please? Thanks.

Take one of the side pannels off. 
Might not work for you but i have a fan on the top back side of the case . I took the screws out and pointed it at north bridge ( was HOT ) . No more BSODs :)
