Will this card work with an older mother board that will not run windows 7 because it only has an AGP slot.  Will VISTA 32 bit operating system power this or does it have to have a 64 bit operating system?

Old motherboards and video cards are a crap shoot.  The only way to know is to try it.  Pro's are:

This card and others like it are cheap.  Arguably based on your circumstances you can afford to try some out.
The AGP slot if it is there will provide the power - no separate power supply connection needed.
32bit or 64bit architecture in the operating system should not matter

Con's are:

There's no way to tell if it will work or not with you BIOS and board and OS until you plug it in and try.
If it doesn't work you will have a restocking fee and shipping fee that will eat up about half of you refund.
Be sure to carefully save all the packaging and handle the card with respect for the possibility that a static charge on your hands can hurt it and kill your refund potential.
Vista is an awful OS.  Ugh.

Before you buy this, consider the alternative.  Don't waste money on your ancient computer.  Look over the refurbished not-as-old-yet-still-cheap computers and simply get a more modern unit with the capabilities you need already present.

is this card compatible with Win7 on a Dell Dimension?

Yes it is compatible with a Dell running Windows 7. I have installed it on two Dell 4600's and one Dell 4700 after upgrading them from Windows XP to Windows 7. I used them to increase screen resolution and to run multiple monitors. My machines are all over 10 years old and installing Windows 7 and this video card increased the life of my computers to the year 2020 as Windows XP will not have Microsoft support after April 14, 2014. I am not a computer technician but since I was able to do this work I can tell you it does work and works well .

I need a card with 2560x1440 resolution that complies with CEA-861 standard. My motherboard is an older Intel D845EBG2. I has an AGP slot and that's what is listed on the cover AGP not AGP4/8. This card work on this motherboard?
