Will a 600w power supply be enough for this? Also can this be used with a 900p monitor.

600 watts should barely be enough, I'd recommend at least 700 watts though. You could use this graphics card on any monitor, the resolution doesn't change anything besides performance. A 980ti is definitely overkill for 900p monitor, unless you game at 144hz

Would you recommend this or the MSI GTX 980 TI?

Assuming you mean the MSI 980 ti Gaming 6G (the overclocked one), I would go with MSI personally. I have two of them and they pack a punch and even in SLI never go over 83C. Usually one is I n the 60s and one in the low 70s when gaming. And no, I am not running any special cooling or anything. Also, I've heard the evga can get into low 90s.

Question 4

I am planning to run 2 of these. Will the fans keep them cool are do I need to get liquid cooling?

The fans work just fine for cooling, but you do need to make sure your case has good airflow as well.

If you want to get into liquid cooling, you also might want to check out the other variants available; the Hybrid model includes the stock fan plus an AIO cooler, and the Hydro Copper model is ready for your custom loop.

A memory MOSFET Cooling Plate (MMCP) reduces MOSFET temperatures up to 13%, and optimized Straight Heat Pipes (SHP) additionally reduce GPU temperature by 5C.

what motherboard would anyone suggest that would work great for this card but isn't too expensive?  Also, I am starting my second build and was wondering if this card will work just as well if not better than running crossfire on a  cheaper set of graphic cards?

I also used this card for my 2nd build and choose this board:ASUS SABERTOOTH X99 LGA 2011-v3 Intel X99 SATA 6Gb/s USB 3.1 USB 3.0 ATX Intel.
No issues thus far. 
As far as choosing cheaper cards for a crossfire or sli setup, that all depends on what games you will be playing and how much money you want to throw at what parts. I can't see a 2 way setup for the price of this one card being much better. Plus it will be noisier and hotter than a single card.

Question 7

Could the MSI FM2-A85XA-G65 FM2 AMD A85X  Motherboard with a 650w power supply handle this?

Dunno about the MB, but I am running a decent Corsair PSU 550W with no issues since that is what I had.  Nothing overclocked further and rest of system has light to modest power draw.  CPU is an i5.  Better/bigger PSU will last longer so I would go 750w or 850w if you plan to overclock or have an otherwise hefty system.

what makes this card better than the titan class cards? the titan cards have more memory, more cuda cores, and a better memory interface. after all of this a benchmark website says that this card is the best you can buy. is it because the titan cards are built for rendering?

Nothing really.  This card has the exact same memory and memory interface as the Titan X, just 6GB instead of 12.  The only difference is, this card has 1 of the CUDA modules blocked off.  This would cause the Titan X to theoretically be a maximum of 5% faster with everything else being equal.  But the clock speed on this is much higher than the Titan X and that more than makes up the difference.  This card performs within 2-3fps of the overclocked Titan X models (let alone the stock version), for just over half the price.  I don't know about you, but I don't think an extra $500 for 3 extra FPS is a very good deal.  The only time I would recommend the Titan over this is if you are doing something that absolutely needs the 12GB, like professional rendering or some compute tasks.  Games don't need nearly that much.

Have HP phoenix 810-135qe, i7-4770k water cooled, GeForce GTX645 video card,  600w psu, factory stock original. 
 Want to upgrade to EVGA 980ti sc+acx2.0+w/BP.  Will this work?

You might want to consider upgrading your PSU, as 600w is the minimum recommended by Nvidia.

would this card be able to handle 4k on its own?

It depends on the game.  A low GPU-usage game like WOW?  Sure.  GPU-intensive games like Arkham Knight or Crysis 3?  Not a chance unless you're willing to deal with lowered settings and possibly 30fps.  60fps at high settings in newer games in 4k will not happen with a single card for a couple more generations.  3840x2160 has 4 times as many pixels as 1920x1080.
