does the fan need to use a fan header on the motherboard or does it run off the graphics card?

It can run from the cable supplied from the graphics card (as seen in the product photos), or from the motherboard or a fan controller. It may also be possible to use a y-splitter/2-to-1 fan cable to power two fans from the card's supplied cable, to add another fan and run a push-pull config, but I have not yet tried this.

Is the 217 watt power draw under load or idle?

so my entire system turned on but no mining is 83 watts. this is 3x 1080ti's and 1x 1050ti. when I turn on mining at 80% of max I jump to 736 watts so that is a 653 watt jump . say the 1050ti is 53 watts the 3x 1080ti's are 600 watts or 200 watts each which is just about 80% of the 250 watt tdp. that card you are asking about can go over its tdp of 175 if you max it to 120 % and then mine a coin or run a demanding game. I do not advise doing that try it at 80% tdp it will stay at about 150 watts max and be goo9d to run.

for the fan connector, is it a 4-pin?

The (one of many) awesome features of this card is that the fan does NOT require a motherboard header for the radiator fan. The fan is powered by either the PCIe slot or the PCIe 6pin connector automatically! There isn't a pin connector!

Does it have RGB or one color of lighting?

The description on EVGA's site says "white led." No RGB.
