Yes it does! In fact, it supports up to 3 monitors at once. I have mine hooked up to a 24" monitor with DVI, a 19" monitor with VGA, and my 56" TV with HDMI. They can all be used at the same time. It's not a bad little card for the price.

I have a DELL 540S slim line computer.  Can you tell me if this graphc card will fit in my computer?

Slim bracket is provided. Remove screws next to DVI port replace bracket use the same screws to attach it. With passive cooling make sure your case is properly ventilated
Please note however that you have to unplug the VGA port.
Make sure your monitor is capable of displaying through DVI or
HDMI or use adapter.

I have a Dell 740 mid-tower Enhanced AMD x4 Quad 2.3 with 4gb Ram 305W power supply running Windows 7 Pro 64 bit OS. I'm using the on board video. Can this card be used in this system and will it be better then the onboard video?

I use this card in two different systems.  I'm a professional, so I don't do Windows.  You need to visit either newegg or some other site's power supply calculator.  Dell is notorious for putting in "just big enough" power supplies.  I have never heard of a 305 so I'm guessing it was barely enough for your unit when it shipped.  Anything you add will require more power.  DON'T BUY A CHEAP POWER SUPPLY!  I don't care if it is less than half the price of the best one, it will cost you three times more in the long run with annoyance from the fan noise, heat fatigue, and premature failure.  Yes, you can buy a 650W power supply for $35.  I have bought them.  They are junk.  Noisy, hot running, AND a year from the time you install it the thing will only push out about 300W.

This card has some rather amazing resolution.  You really need to invest in an IPS monitor to get the full benefit.  The massive quantity of CUDA cores means you can participate in many BOINC projects which will improve the human species by curing cancer, AIDS, and a host of other things like finding ET.

It looks like it should work. You may need to disable the internal nvidia 6100 video chip (via the rom settings). I am using this card right now on a AMD setup and it works great for home theatre use.

IS this compatible with a PCIe 1.0 slot?

I don't believe so.  The manufacturers WEB Site shows it is compatible with PCIe 1.1.  There's no mention of compatibility with PCIe 1.0.  I suggest you contact Zotac before making a decision.

Can this card run at 60 frames at 1080p?

No way. Ran 3dmark Vantage and 3dMark 11. Got 7-11fps. Granted these are stress tests and changing other ingame settings like AA and quality control can help, but depending on which games you are expecting (most likely newer) there is a slim to none chance that it would come even close to 60 fps at 1080p.

The Synergy Edition will be faster, but not incredibly so. Maybe 1.5x as fast as this Zone Edition. It will also use more than twice as much power, put out more than twice as much heat, make more noise due to the cooling fan, and is not low-profile compatible. The Synergy has 4GB of memory, but most anyone will agree that that much is overkill on a low-end card.
