No, the SRW9U is a 19" rack and the RSV-R4000 specs show it is a 21" chassis.

Does the ventilation still work if it's not mounted to a wall?

Accepted Answer

Yes.  There are places for mounting fans on the top and botttom of the enclosure, but all sides of it have ventilation.

Will this house a Dell PowerEdge R620 Rack Server?

Accepted Answer

No, the enclosure isn't near deep enough. If I understand correctly, the server is around 31" deep, the enclosure will fit devices 21"-22" deep at best. You can go up to 24" if you aren't using any cable management that protrudes (The mounting rails are adjustable).
