Quick Question: I'm not familliar with power supplies and electricity, but can I run an amd r9 270x graphics card and upgrade later to the 280x or even the hd 7990 card?

Yes you can run any of those cards with the  CORSAIR CX750M 750W. You could even run the r9 270x in a crossfire configuration.
The 270x recommends 550w. Both the 7990 and the 280x recommend at least 750w.

The r9 280x is a remake of the 7970 card. That card(7970)recommends anywhere from 500w upward to 650w depending upon the amount of factory overclocking. I mention this because, while the r9 280x Recommends 750w if you chose to overclock you will have plenty of power to do so with 750w.

If you intend to overclock the cpu and gpu, and you are running  7990, I would recommend going with 850w.

If no overclocking then 750w will be just fine with any of these cards

Will this fit a EVGA GeForce GTX 970 04G-P4-3975-KR 4GB SSC ?

Absolutely, it will work with most any single GPU setup that use 8 + 8 pins. The EVGA 970 SSC uses 8 + 6 and 970s in general use very little power, you could probably even get away with a 500w to 600w depending on the rest of the systems power draw.

But I'd still get a 750w just to give you headroom.

Does this power supply have a least 2 x 6 pin connector?  From what I've seen it does but I wanted to make sure it will be able to support an ASUS Radeon HD 7870 video card.  Thanks.

I will have Gigabyte GA-970A-D3P with AMD FX-8320 processor and Gigabyte GV-R725OC-1GI video card. I will install a 240GB SSD, Samsung DVD burner, Team Vulcan 8GB (2x 4GB sticks) PC3 12800, 5 fans with LED running at 2000rpm. Is this PSU good for the specs I'm using?

I'm running an Intel 4670k I5, Asrock Z87 Extreme6/AC, 2x8GB G-Skill Ripjaw x, 240GB Samsung EVO SSD, Gigabyte GTX 770 OC 4GB, Corsair 750m, Corsair 600t graphite white case

Everything runs stable so far, the only thing I noticed was when I'm running Battlefield 4 or Arma 3 which that's the two main games I play, the power supply makes a funny sound like two or three different tones its not load but if you go near the case you can hear it.
I haven't heard it recently any way I have been using it for two months now 
The other thing I noticed is that it gets a little warm when I'm playing those games but consider I'm running an over clocked graphics card(factory over clocked) up to 1228 MHz.

Total the power requirements of all your components when they're under maximum load. Use the total to select a power supply that will handle that number with ease and that will be the supply that's compatible for your system.

It has two PCIE type 3 rails. It is a PSU, so it does not have anything to do with the card format (i.e. x1,x4,x8,x16)

Yeah, no problem. It might be cutting it close if you also have three video cards and are overclocking, but should be fine otherwise.

Yes, this power supply is compatible with the new Skylake processors. A couple power supplies are known to have issues due to how Haswell and Skylake processors will go into a sleep state to cut power consumption when idling, but this only effects the cheaper Corsair power supplies such as the VS series and the CX series that are under 600W.

how do i know this is the right fit for my pc? i have a cyberpower full size tower and need to upgrade my power supply to run the video card, the power supply i have in there is 350w

get a minimum of a 550 ps but I would suggest a little bigger. I run 750's now in all my builds and have never had an issue running the latest cards
