I plugged the power supply into the wall and hit the power switch to see if it was okay.  Nothing.  Does it need to be hooked to a motherboard to work?

Yes, or you can jumper two of the pins on the 24-pin motherboard connector, usually the green wire and any black wire. Or use a PSU tester, which has LEDs to show that all the voltages are present. You can find instructions on the web.

Will this work with a gtx 1060? Don't know much about computers.

Will this work with a MSI GeForce RTX 2070 SUPER that has 1 x 6-Pin, 1 x 8-Pin?

Yes it will work, but depending on other hardware it will be tight. I'd say you need to go with an 850 depending on what additional hardware, ie. hard drives, etc. its better to be over than under as brown out can destroy hardware. the 2070's and 2080's draw a lot of wattage especially under load. Be safe rather than sorry.

will it work  with the rx580?

Works with my Gtx 1080ti flawlessly which pulls way more juice so I assume it'll work with that easily.

I have an old AsRock atx  motherboard with a 20 pin connection . Will this powersupply work with that board ?

I have an old ASrock   20pin board the 24 pin connector from the power supply will work with a 20 pin  board there is a 4 pin block that will easly seperate leaving the 20 pin block for the motherboard connector .

Will this fit properly in a Dell Studio XPS 8000?

You'll need to check the dimensions.  I don't own a Dell so I don't know how much room you have in the case.

How long is the 24 pin cable that attaches to the board?  I want to be sure the length is satisfactory to reach my board through the cable routing in my case.

It is more than sufficient. You will certainly be able to connect anything and everything. As long as your system is not humungous. I have a large setup and the 24 pin for the motherboard is located basically on the opposite side of the computer. It reaches quite easily. This is a really good PS. I am impressed.

Is it reliable for gaming?

Yes, as long as you meet the wattage requirements for your particular system build. There are many wattage calculators online to help you select the necessary wattage.  I've used this same model in a system for 5 years now.  No issues.

The "M" is for modular. You only plug in the cables you need.
The CX without the M has all of the cables permanently attached to the power supply.
