I have a 1080ti gigabyte, that needs two 8 pin PCI-E connectors, and im not really understanding the available ports, but does it handle that?

Yes it can handle that just need to plug to pci-e power connectors into power supply and then card on other end. I believe this supply has two at the top of ports.

will this fit into the Phanteks Enthoo Evolv ITX Series?

It should looking at the case it seems to have enough room for the power supply to fit. Now this is fully modular design so you will just need to add the cables that you will be using.

what is link compatibility mean?

If the PSU has link compatability it means you can use Cosair Link to monitor fan speed, and voltages.
