Question 1

Is this an external hard drive or just the casing? I'm not a computer wiz and just wanted to make sure this is an external hard drive.

The "EAGLE ET-CS2PESU2-BK 2.5" Black USB2.0 & eSATA External Enclosure with built-in USB cable" does NOT come with a disk.  You ned to buy a disk to go with it.  I bought a "Seagate Momentus STBD1000100 1TB 5400 RPM 8MB Cache 2.5" SATA 3.0Gb/s Internal Notebook Hard Drive -Retail kit" to go with it.  With those two items plus a tiny Phillips head screwdriver you will be in business.  You can probably buy other drives as long as they have the same size (2.5") and the same interface (SATA).  Since storage demands are going up and up I will always advise buying the drive with the greatest capacity you can afford.

Question 2

Is this enclosure compatible with 12.5mm height hard drives?

I pulled a SMALL external Toshiba hard drive apart to put the 320GB drive in this enclosure. It was snug but fit fine. Website states .4" which works out to be 10 mm. google a mm to inch  conversion chart that may help.

It will depend on how accurate the mfg. specs are. Its a small enclosure but it should fit standard 2.5" hd.

Question 3

is this compatible with mac osx 10.5.8.?

I don't own a Mac and the product doesn't declare its Mac.  However, that doesn't mean it wouldn't work as an external hard drive you might just have to look up drivers.  And as for using it as an internal hard drive i don't think it matters at all because you'll have to format whatever hard drive you put in it anyway.
