Question 1

Are the cables lengthy? I have a bottom-mounted PSU and am just a little worried that the CPU power or motherboard power connector won't reach.

I too have a lower location mounted PSU.  The cables' lengths provide more than enough reach.  My previous PSU also modular cable design, but the reason I switched to this model PSU is because my old PSU would quit when the going got tough.  After using this PSU for a solid three-months, this has been an excellent experience and the cables are more than lengthy enough with the full-tower case I am using.

7.1 " is with handler or without handle??

Yes it does have a handle, as it shows in a picture. Not much use tho if the entire power supply is bolted to case. 
It easier to take out of the case once the bolts are out, grab and pull.

Could you Sli two GTX 770s on this? considering the amps is it all right?

I wouldn't risk it -- those GPUs are rated for a 600W PSU.  Better to go with 1000W.  (For the record, the card itself doesn't use 600W, they guesstimate the total energy draw of a typical build for a single-use of that particular card.)

I do, however, highly recommend the EVGA Supernova series PSU.  Very happy with the one I just put into the hubby's new machine.

I got a brief +5V warning or something from my motherboard after playing a game on high settings.

Was using both 6-pin plugs to power a GTX 670 a mistake?

No it wasn't a mistake, you want to have as many pins in as the card can take. I currenty use a 7870 myst edition from powercolor which is the equivelent of a 660 ti. My card also uses 2x 6-pin connectors as well. You should do more testing if your having problems and also call up evga they have good customer support from what I hear. Hope this helps.

Has evga fixed the power supply problem with gigabyte and other brand motherboards?

So far I have had no problems with my power supply. I have an ASRock motherboard and it works just fine for me. It's fully modular which made the cable management a lot easier, and don't have to worry about it breaking down because there is a 10 year warranty with it. I'm not sure if this quite answered your question but you can't go wrong with this PSU.

I was using this PS in a scrypt mining rig and ran it a month straight 24/7 without any issues. I would think it would be great for a server as long as you keep power draw under the PS limits.

This power supply has active PFC, as can be noted from the item description in your question!  There is not a special UPS requirement to use this power supply.  I have used a couple of them in builds I have done.
