Does this come with any screws?

there are 8 screws in the box:
 - 4 to attach the drive to the bracket
 - 4 to attach the bracket to the case

How many 2.5" drives will this hold?

This will only hold 1 drive. I am not sure why the description states 2 x.

Question 3

This says it holds 2x2.5" drives but it doesn't.  Can someone explain, or am I missing something?

It will hold the 2.5" hard drive using the four base screw mounts.  This is an Adapter plate to be but into a 3.5" drive bay.  Some computers require 3.5" bay drive clips to hold this bracket if it does not have standard side screw mounts.  Note that this bracket was preferred because of the end cutout slot to accommodate 90° drive cable connectors.

Question 4

Will this fit the blue plastic hard drive holders in the Dell Optiplex 990 minitower? I plan to install two of these in the PC, each with one SSD.

that is basically shaped like a 3.5" drive.. yes it will fit,, will dell be made to work with it.. unknoiwn..

that's why scientists made zip ties.

What metal was used to make this? I assume aluminum, but I would like to know for sure.

I would like to say its aluminum too since its so light. Its definitely not plastic. Also, the box does not say what it is, either. It just feels like its coated with heavy black paint. Sorry, wish i could be of more help.
