Question 1

I purchased this ram to go in my GIGABYTE GA-990FXA-UD3 AM3+ AMD 990FX + SB950 SATA 6Gb/s USB 3.0 ATX AMD Motherboard. I I am only get 1600 instead of 2400. Is there any know compatibility issues with this is configuration or is there an issue with the ram, possibly?

At first I was having an issue because I was not 100% sure in advanced settings and my bios would not boot after the recommendations from gigabyte to just change the multiplyer. I did finally notice that this bios  contains a X.M.P. setting which a "profile1" and "profile2" setting exist. Both bring your DMM voltage to 1.65 but one brings your VTT voltage to 1.30 and the other to 1.35. I know the VTT voltage depends on what processor you have but both VTT voltages give me a stable and performance with the motherboard, ram and amd processor combination when I run an intel burn test. So, I am still waiting to hear back for the recommended manufacturer VTT voltage.

I got 600 watts power supply, is this safe for my pc?

For memory, you need to meet the manufacturer requirements for the mainboard you will be using.

when I googled power supply configurators Newegg was also mentioned as having a power supply configurator (a tool to let you know how much power your system will require---allow for upgrade & headroom)

What are the measurements? I want to make sure that these will fit with the Cooler Master Hyper 212 Evo CPU cooler that I am going to stick in my RIG.

No this ram is too tall to fit under the coolmaster hyper 212 evo cooler. Depends on the mother board but there would have to be a lot of clearance between the CPU and the first ram slot.

I have the AsRock z87 pro 4 motherboard with the same cooler and ram and the after installation the the cooler covered up the first ram slot completely. I only used 2 sticks of ram so I ran them dual channel in B1 and B2. Another thing you could do is mount the cooler fan on the other side of the heatsink in a pull or exhaust set up. That's if you want to utilize all 4 ram slots.

Problem Is the that the heatsinks on the ram are too tall and that heatsink on the hyper 212 evo is too wide and too low to the mothermoard.

at 1866 or 2000 mhz speeds ? will it work

Long story short yes, it can run at 1866mhz and 2000mhz.   2400mhz is the predefined speed from the modules xmp profile. However amd doesnt support xmp so you will need to change the speeds in the bios. There should be and option to dial in your target speed and let the motherboard do the rest. The other option is to adjust the timings manually but be careful when doing so because it is the least safest option
