Question 1

Is this set ECC or non-ECC?  Don't know what it means but my MB says un-buffered, non-ECC dual channel.

its non Error Correcting memory (ECC is error correcting).  If the MB stipulates the same spec as the memory, i.e. DDR2 800 240 Pin, then it will fit and should work.  To be 100%, you should check any compatibility tables the MB manufacturer has.  Everyone's experiences are different, and all have personal favorites, mine is corsair for memory, I've not had a problem, their support is good.

Question 2

Computer is a Dell XPS-630, currently at 4GB (4x1GB sticks, PC2-6400).  I'm looking to upgrade to 8MB.

Can I use two of these kits 4GB, dual channel kits or would I need to specifically get an 8GB kit?

The memory configuration tool says these will work, and if you have 4 slots then two kits will do it. They do offer 8gb kits but they are over $200 each.
The other thing to consider is do you have windows 64bit or 32bit? You need the 64bit version in order to see more than the 4gb of ram.

Would this work with a Dell XPS 630i?

I looked it up on the web and yes this should work in that system as i recently put some adata brand memory of the same type in a dell pretty close to same model
