What is the benefit in spending the extra $50 on the CAS 14 version vs. the CAS 16? Is it noticeably faster? Could you just tune the CAS 16 sticks to CAS 14 timings in an OC Program or in the Bios with any sort of stability? or is it more complicated than that?

it doesn't have that big of a difference of about 10-15 fps; however, 14 CAS latency is pretty good to find on ddr4 ram, since ddr4 ram usually has a CAS latency of at least 15. Long story short 14 CAS latency is not worth it for that $50 higher price point.
