I purchased the Kingston HyperX Blu 16GB DDR3 1600 MHz Kit (2x8GB).  I have a Dell XPS 8100 running Win 7 Home Premium x64.
Will this work if I install the two sticks in 1 and 2, leaving 3 and 4 slots empty, giving me 16GB of Ram?

It should work as I did the same on my MB which is not Dell. To be certain you may want to refer to Dell for a confident answer. Rule of thumb: Keep all your RAM same size/same brand whether you have 1,2,3,4 slots filled.

I need to know if I can use this ram in my:
Acer Aspire M3470G Desktop?

DRAM Freq: 667mhz  DDR3 1600 (Kingston)
AMD A6-3620 APU 2.2 ghz

NO.  According to your make/model (Aspire M3470G) your motherboard only supports a MAX of 16GB of DDR RAM at 1333 mhz.  It says your motherboard only has 4 slots  (2 dual channel slots) so your installed RAM can only be 4x4gb of RAM.  (open it up and look inside to verify # of slots)   This product is 2x8gb, too much for 2 slots.   And the MB won't do 1600mhz at the slots.  You won't gain more speed by going with 1600mhz rated ram if your MB clock only goes to 1333mhz.

Do some research on your motherboard to make sure that you purchase the correct type and amount.  GOOGLE your model specs and check all the memory configurator apps on various memory manufacturers sites such as Kingston, Crucial, Corsair, and others.  They will tell you what the right RAM specs should be and then search NewEgg for the best deal.
