do all the memory sticks on a board have to have the same case latency and timing?

In theory, the answer is yes. This allows the chipset to operate at the speed of the sticks, whatever that is. I'm guessing that when you mix speeds, the chipset will pick the slowest it sees and go with that. In my experience with DDR3 sticks like this, I mixed identical pairs or triplets and it did work - that is the PC was speedy and stable, though maybe a tad slower than it could have been. Your mileage may vary, of course.

Question 2

Will this work in an AMD system or is it only Intel comparable?

I believe it would depend more on your motherboard than your processor. Check the manual for compatibility. They don't list everything, but you can see what kinds of memory are supported, such as speeds, timings, and ECC. I don't think I have ever bought directly from the "supported memory" list, but looking at your motherboard's manual will steer you in the right direction.

Question 3

I have 2 4gb modules installed (Team Vulcan DDR3 1600 CAS9) and I am curious can I add 2 8gb modules in the other 2 slots for a total of 24gb or do I need to stick to 4gb modules?

What motherboard do you have? I've done a similar configuration in my computer (for 24GB total), but some motherboards may only recognize 4GB modules. If you can find your motherboard's manual online, it may tell you the maximum amount it supports. If it doesn't give a per-module maximum but just something like "Maximum Memory Supported: 32GB", then divide the amount given by the number of slots -- so a four slot board that can support 32GB = 32 / 4 = 8GB per slot; a six slot board that can support 24GB = 24 / 6 = 4GB per slot.

Will this work with TS140 Xeon E3 1225 (new egg item 70A4001LUX)?

As far as i can tell it should work fine. I can't say first hand, but it says that it supports ECC ram, not that it requires ECC ram. This person has an answer for you:

there was no problem at all seeing the ECC + non-ECC memory!"

When you install the ram I would recommend checking your included manual (assuming there is one) to see the best configuration. (I'm guessing put the new ones in the blue slots, and put the old one in the green slot closest to the CPU as in theory the included one will be able to communicate slightly faster that way.)

My brother owns 2 of these packs of ram and i know he is very happy with them. (He actually wants more because he uses ram-disks and runs a massive load of programs.)

I have a Asus P8H61-MLX2 motherboard. Will this product work?

Yes. Make sure you have the 64 bit version of your operating system installed. It does say (O.C.) which is supposed to mean that you have to overclock your CPU to get your ram to run at 1600 speed, but I have never had to do that.
