Difference between this and normal apex?

This keyboard is only white colored and lacks some additional macro keys. If you are going for functional, this is the keyboard for you. The price difference for such a small gain makes this keyboard superior.

Does this have a Function (fn) key? and if so, where?

Yes. It's the key to the left of space bar. Might have one on the right too, i'm not sure because i don't use it.
