does this machine come with all the color toners already installed or do you have to buy them seperatley?

Yes, it comes with a full set of toner cartridges but they are just starters and don't print as many pages as the replacements ones will.  I don't print that many things but my kids seem to print everything stupid thing Dora tells them too.  Two months in they are still working.  I bought a replacement set along with my new printer.  So far, very happy with it.

These use the HP 305X or 305A cartridges.  I'm using 3rd party 305X remanufactured cartridges.

Yes it has a Ethernet 10/100BaseTX (RJ-45) as well as a wireless 802.1 1 b/g/n.

The newegg website does not list the HP Laserjet Pro 400 M451NW as being compatible with windows 8, but the HP website does list it as compatible with Windows 8.  I prefer to have an install CD that comes with the printer that is compatible with Windows 8.  I do not want to have to download from the HP website.  I am wondering if Neweggs website specifications have not been updated, or if the printers they have in stock are not the most current version, and come with an install CD that does not support Windows 8?

This printer is a very current version, and does certainly support Windows 8. I have two Windows 7 PCs, one Windows 8 PC, and several iOS devices that all easily print to it.  I would recommend this printer very strongly.

Setup does not even require a CD. The printer provides drivers to the PC directly. If you have any issues with setup, HP email support is very strong, and they will even call you if you need more assistance.

Just buy it!

How well does it print photos?

It's not bad but definitely not a photo printer.  If you are looking to print photos at the same quality that you would buy from a print shop this printer can't do that.
