do the lenses from the EOS Rebel XS fit the EOS 60D?

ALL EOS system lenses will fit on a APS-C sensor body. The only time this becomes a concern is when you're using a full frame sensor body like a 5D or a 1D. Then you have to make sure that it's an EF lens and not an EF-S. The 60D is able to use both EF and EF-S lenses.

Does this camera come with a battery and charger?

Yes. FYI: "body only" cameras sold as new will always come with everything *except* a lens. A lot of people just upgrade their camera bodies as technology changes. The lens glass won't get any better over time.

Is this camera refurbished or new?
