Only if it is the OEM version. If it is the retail version, you can legally install it on a different machine provided you have removed it from the previous machine.

A Win 7 license will work for Win 11, with the catch of having to upgrade to 10 first.
After doing subsequent upgrades can choose to do a clean install of 11.
Only have to go through this upgrade process hassle the first time.

i have a desktop computer without any OS blank hard drive , quad core AMD 2.6Ghz , 8G DDR3 memory , 1T hard space , Nvidia GeForce 1080 video card, DVD drive  , sound card etc..  all the chipset drivers are available for windows 10 64bit system i believe  are the same for windows 11 . My question is if this DVD OEM version of windows 11 is a full install version or the upgrade version . I want to make sure is not required already a OS on my computer to be able to Install windows 11 pro ?

You might want to check if your processor is capable of running windows 11. the "quad core AMD 2.6ghz doesnt say what processor it is. Its a full install but there is a problem, my computer wouldnt install windows 11 till i got an operating system(windows 10 in this case) and it could verify that my system was "good enough" and then it would let me install windows 11 (This is a brand new system Ryzen 7700x. There was an issue with windows 11 being installed on computers that couldnt handle it. But this is a full version
