How many computers can this be used on?

Only one at any given time. But it can be reused as many times as you want, unlike the OEM option.

Why would anyone buy this when then can get a legit product key for $15 or so from many web sources?

This key is guaranteed to work. Resellers often obtain their keys fraudulently, and those keys can be deactivated if Microsoft catches wind.
