Is the switch rack mountable?

yes it is. Rackmount Ears come standard. FYI Netgear Switches are garbage. (I have experience with GS748TS, GS748TPS, and this GS752TP) Currently to administer this switch you need to download and run a prehistoric version of firefox (the less scure the better) in order to get the vlan interface gui to work. This wouldn't be an issue if it had a CLI but it does not. I will not be buying these ever again.

Is this a layer 3 switch ?

Not technically. Netgear considers this a L2/L2+ switch, meaning that it has some L3 features, but is not a full blown L3 switch. Check their documentation to see if it has the L3 capabilities that you need.
