do I need an SFP transciever with this switch or is it built in?

You would need one. SFPs are generally not included with network gear. Apart from raising the price, there are several different kinds of SFPs for different applications.

Does this version of the switch include the EAV license?

From what I remember the EAV license is purchased separately from the switch. If EAV was included the switch would be too costly for the average person buying a 16 port GB switch. We have a couple of these switches in service with no EAV and they work great!
