POE - are all the ports POE enabled?

This in NOT A POE SWITCH. I added a separate 8 port POE injector which then adds the electric power to the ports. This can be a very cost effective solution since POE switches can be expensive and may not have all the power or port numbers you need. Also if the switch breaks, the POE injector can just be connected to any other switch while the broken switch is being repaired.

Does the switch come with rack ears?

Yes, it has nice rack ears. Mine is now on the top of a rack.

The description says this switch comes "w/GbE uplink" -- are not all 24 ports GbE ?

The "GbE uplink" ports are gigabit SFP or "mini-GBIC" ports. They are often used often used for fiber optic cable communications between other networking devices (such as switches, routers, etc). You can opt to use one of the 24 gigabit Ethernet ports for communications between other networking devices as well.
