Do you have to assign an IP to device?

Yes, I believe you have to access the switch via the "console" port using a serial cable.  You will also need a terminal emulation program that can emulate a VT100 terminal.  From there, you can enter the "menu" system and set the IP of the device.  I do not know if the switch comes with the serial cable or program software to accomplish this.
