this product not included fans?

No , this model has NO fans, which was a deciding factor for my choice. This was one of the only fanless PoE switches that supports the PoE+ protocol and it has performed very well.

Does the version of IOS for this system support port mirroring?

Yes, you can enable port mirroring via the diagnostics configuration page.
