No, this particular model does not. It is Wi-Fi only. Newegg appears to have ones for the AT&T provider: Here: http://www.newegg.com/Product/Product.aspx?Item=0V4-000B-001M5 or just search "samsung note 8 phone" and it will show up. If you want a different provider, you might want to look at that provider's store. Hope this helps!

No, this particular model is not a phone. It is Wi-Fi only. If you are interested in a phone model, change your search term to "samsung galaxy note 8 N5100". You should get results that say "3G + WiFi" or something similar. Hope this helps!

Will the Samsung Galaxy Note 8.0 work like a regular GPS with google maps?

The GPS in the Note 8 works fine with Google maps but  Map wants to be connected to a network.  You can get around this by setting up your route while in a WiFi area and then telling Maps to save the map to use "Off Line".  You will then be able to use Maps with the GPS without a WiFi connection.

Yes the package is brand new and unopened when I received it. The majority of the items on newegg are new and if they aren't, it has to be listed as refurbished. However it does happen.
