This is a tablet only. There is a version that has a spot for a SIM card and 3g capability, but from what I understand that still doesn't make it a cellphone. 
To answer your question though, this particular one is only a tablet

Since it's manufacturer refurbished , it does not come in original box. It comes with the tablet and the power cable .. Works and looks brand new. My experience is excellent with this seller.

No. You can't use this as a phone. This is a wifi only device. Only has a slot for a memory card. You will be better off going with a different device anyway. This one is way to laggy and slow for everyday use. No way to upgrade to updated android operating system.

Is this the lite or the regular version? The RAM, battery, and resolution specs are all conflicting. I know it says it is the regular version

Indeed it is the regular version.
This is an excellent tablet. Funny enough i am watching an episode of "Justified" on my Galaxy tab 3 as i type!
I've been using it heavily for 5+ months and have several gigs of data on it and it works lightning fast, same as the day it arrived in the Mailbox.

It's a good buy and from new egg its bound to be a great price.

Manufacturer refurb doesn't necessarily mean used. Sometimes they are simply returns or open boxes that are then reformatted back to factory and checked to be sure they work properly.  They can also be used though.

I'm not sure but for sure it won't be an official Samsung upgrade. Samsung has not even upgraded it to 4.2. I had to change the ROM to 4.2 by following TechBeast dot com how-to.

A1: Sorry but this IS NOT Windows compatible. It operates on an Android (version 4.1.2) O.S.
A2: The warranty, if I remember right, is a 30 day replacement only warranty. I know of no one who offers an extended warranty on refurbished merchandise. If it is going to fail, like any electronic gizmo, it will 99% of the time do so in the first 30 days. Especially something like this that has only 3 moving parts ( the switches for power, volume, and "home").
