This is the exact same tablet as the Samsung galaxy tab 3. No difference accept that in my opinion this one has an added feature called "Kids Mode"

You can also use it as an adult with the regular familiar Samsung galaxy Tab Homescreen to access the play store and internet. Let's say for example your using it and your child walks in and wants to play with it, all you have to do is hit the kids mode button and it will instantly switch to the screen you see in the picture above and they can not access the adult part unless they know the passcode.

You can add more apps to the kids mode through google play as usual.

If you have ever owned an Android tablet and have used a Launcher to theme it this is pretty much what this tablet is like But far better.  
The parental controls are very secure.  It also includes some paid apps for free.

Yes it can.... All of the above, it's basically a true android tablet, that has an app that creates a kid friendly home page and experience.... And it's yellow.  The parent can unlock the kids app and use the tablet just like any other one

As far as I can tell yes it is. It comes sealed in a Samsung Referb box. You cannot tell it is refurbished looking at it.
