No it is not a touchscreen.  My daughter wanted a Win7 OS laptop and didn't need a touch screen and this was very similar to another she had for several years before it was dropped and didn't make sense to repair.  Both Lenovo's we purchased have been great for the price, we only purchased an additional RAM to speed it up.

i want order a memory upgrade.  is it easy to install myself?

Yes - I ordered extra RAM along with the computer, and installed it before booting up the computer for the first time. Find the manual online, and there's a step-by-step guide. Just make sure you get the right memory: I ordered the G.SKILL Ripjaws Series 4GB 204-Pin DDR3 SO-DIMM DDR3 1600 (PC3 12800) Laptop Memory, and it's worked perfectly.

Pretty sure it's 8 GB. (Which is plenty for windows 7). I would add that the built in touch pad can be a bit flaky, but you can't beat the price. Best part is you can put off Windows 8.

Specs say it comes with two 1GB memory sticks, but reviews and answers here say it comes with a single 2GB stick, and a second 2GB stick can be put in the other slot.

Which is it, please?

Also, some answers indicate a webcam, others say no. Which is it?

It comes with a built-in camera which works quite well, it does also come with 2GB memory with a open slot, recommend upgrading to 2 x 4GB to take full advantage of the Windows 7 64bit, my wife loves hers with the upgraded memory runs very fast for the price

what type of microsoft office options come with this computer?

None. Early distributions of Windows 7 had limited "starter" versions of Word and Excel, but they were eliminated some time ago. Worse than that, the current MSOffice model is "rent" year by year. There is a link in the Lenovo Programs list (from the Start Button) which is labelled "Microsoft Office" but it is just a "try before you buy (rent!)" limited opportunity. The usual suggestion you get for an alternative is Open Office. But there is another, similar and more functional alternative (originating from the same development tree) called LibreOffice. The price is free for either. I like Libre, but I also own a single full licence for Office 2010 Professional. Just type LibreOffice in a search and you will find your way for that option.

Does this laptop have a fingerprint scanner? The pictures at the top of the page show no such device, but the pictures further down the page show a fingerprint scanner.

Also, the specs say there is no bluetooth, although the info on the page says it has bluetooth. Newegg needs to correct these errors.

Stated as 8GB (DDR3 PC3-12800). Comes with 2gb stick in one slot. The other is empty. As noted by others, at least get an extra 4gb stick for the second slot...or just max it out as it's not too expensive. Makes a noticeable difference either way.
