No, it does not come with the keyboard.  I am not sure if one can be plugged in, but I don't see why not.

If I buy from you, does this price require an activation and/or a cellular contract with any carrier? If so which carrier?

Is this an AT&T, Verizon, or a carrier unbranded tablet? Is it factory GSM or CDMA unlocked?  The manufacturer's product page link only takes you to a generic Microsoft advertisement link for all Nokia Lumia 2520 tablets and versions.  I made a reasonable attempt to contact The Good Guys which is the vendor for this item listed via e-mail and they have not responded since two weeks ago.  Your kind attention to this matter is greatly appreciated.
