I have had this phone for app 20 days and it seems to work wonderfully. I typically only use it for phone calls and have not updated it to kit kat: have heard there are a few problems with the os. I have android on my asus tablet so transition was not a problem. I have had motorola phones for 10 years and am very happy with thier products. No it wont play Crysis but functions perfectly as a phone and general e mail interface.

I don't believe the phone is locked to Boost Mobile. But it would have to be "flashed" to another CDMA carrier. Here is a list I googled:

Yes.  But if you want to use it on a different network like PagePlus or Straight Talk (Verizon network) you need to get it flashed.

No.  This is the cdma version of the phone and has no sim card.  It is supposed to only be used on Boost; however I do know that it can be flashed with the Verizon firmware to work on Page Plus which is an mvno of Verizon.  You can buy the unlocked GSM version at the Google Play store.

This is a CDMA Phone [ex. Verizon, Sprint], so there is no sim card. Only GSM phones take sim cards ex. [ATT and TMobile.]
Great phone for the money. Note, Boost Mobile uses Sprint service.

Is this phone unlocked?

This model (Boost Mobile Moto G, 1st generation) is locked and it was a pain to unlock, plus a lot of carriers have it blacklisted - they will not take a Boost phone, regardless of lock state. A better option would be a second generation Moto E or G, which not only has better specs but from some carriers it's very easy to unlock. For example, a 2nd gen Moto E from Verizon Prepaid is moved to any US CDMA or GSM carrier by just turning on the phone for the first time with a different SIM in it.

No, this model doesn't have a SIM card. It is not to be used with GSM networks.

can I used it in mexico with any company?

Well, there's a couple things.

The phone is made for Boost. Some companies flash the phone for you,  you need to check with them first. 
Also the phone doesn't have the SIM slot(other version does), many companies in Mexico use the SIM slot for prepaid service.  If your phone is unlocked you can get prepaid service with a SIM card.
And the last one, some companies in Mexico if you try to get a DATA plan your phone has to be bought in Mexico, they check the phone serial number or IMEI, my brother tried to get service for an US Iphone long time ago. Unless this have changed. And again check with the company first.

1.  Phone is for a legally blind person.  Can I assume this phone has a 'call command' feature to eliminate dialing? 
2.  Can contact list be transferred electronically from old phone to this one?

1. Yes, the phone has a call command.
2. All of my contacts were listed in my g-mail account so as soon as I entered my credentials the phone uploaded my contacts.

Mine was new as expected from the description. It is a special version for Boost Mobile, so not unlocked. Not sure what network Boost is using.
