Is this phone truly unlocked?

Absolutely unlocked.  I use it for a T-Mobile pay as you go account.  It's a terrific phone for the money btw.  Hell, it's a terrific phone period.  I have no  idea why people pay hundreds more for phones.  Arrogance, I suppose.

Will it work with carrier outside USA?

It should work in a country where ATT, Verizon, T-mobile, and Sprint are the carriers. Phone is unlocked for those carriers. Keep that in mind...but it is actually the SIM card that determines whether it will work with other carriers outside USA.

Yes it will. You can only use the Sim for GSM however, which means you'll be using AT&T's towers. Overall though it does seem to work pretty well (I'm also a TracFone customer that owns this phone).

What is the  difference between this Moto E and the ones to be released on 8/11?

If I understand it correctly the 8/11 phones will be a + model with a 5.5 inch screen instead of 5 and I believe more memory.  Not sure about any other differences.

Technically it has the capability, but it is ultimately up to the carrier if they offer the option
