Is this phone bound to any carrier?  Will it be completely unlocked so that I can use a SIM card from a domestic carrier like AIO or T-Mobile?  Will I be able to put an international SIM into it?  Is this refurbished or is it brand new?

The phone is an internationally unlocked phone compatible with micro-sim on any GSM network. My phone arrived resealed in original packaging; however, there were no issues with the device. I put my existing AT&T sim card into the device. The APN settings did not transfer correctly. I learned that because my mobile data was not working properly. If you happen to experience the same issue I recommend that you call HTC America. It is a fantastic customer support line!

It should. As long as you have a compatibly sized SIM card and have the APN settings configured correctly it should work. And don't ask T-Mobile - no carrier wants to help you buy and configure a better phone from elsewhere to use on their network.
