Will it charge a device while being charged?

It will not charge a device while itself is being charged.  I connected my Note 4 while it was not charging.  My phone started charging.  Once I plugged in the FREMO to charge, my phone stopped charging.

Does this portable charger work for Galaxy S4? or any galaxy phone or just galaxy s6?

This charger will work for your S4.  I have a Note 4, wife has an S5, and both charge just fine.  I have also charged my Gear Fit watch and other tablets from this charger.  It works like a charm.
