No, it does not include a DVD drive.  It will not accommodate an internal DVD drive because the Power Supply does not provide power for any internal drives.  The included hard drive in it is M.2 slot.  An external DVD drive connecting through the USB port would work with it.

300 watts.  Should be no trouble powering an internal 8TB hard drive.  If you're taking a powerful video card, I'd doubt it.  The PSU doesn't have the extra connectors that PSUs normally have to power video cards.
