No. It comes with a full charge and you spend $300 on it for a one time use. Make the best of it

Does this watch have an independent app? Can I use it without an android phone or iphone and still have the majority of the health tracking features? (without notifications, etc. obviously)

Nope, the watch is basically useless without being paired to the Android Wear application.
