Hello
Do not understand about the 16.9 screen aspect ratio.
Please explain?  Unit looks like what I am looking for (32")

If you were to reduce the screen size down to 16" in the horizontal, then the vertical dimension would be 9".  This ratio applies (vertical relationship to horizontal dimensions, is known or referred to as aspect ratio)

the 32" refers to the diagonal dimension (this has been standard in TVs &/or monitors for as long as i can remember)  Older TVs used a 4:3 aspect ratio.  You could have still had a 32" TV, but if the horizontal dimension had been reduced to 4", then the vertical dimension would have been 3".  Well, if you were to multiply the 4:3 screen by 3, you would wind up with a vertical dimension of 9", but the horizontal dimension in that case would only be 12" (4x3).  So on the 16:9 aspect ratio you have the [same] 9" vertical dimension, but a wider screen in the horizontal dimension (16").

In a nutshell, the 16:9 aspect ratio simply provides a wider screen, or more image in the horizontal.

can you watch movies via usb?

Movies that are placed on a USB Drive.have formatting for computers. the simplest way to watch a movie on a television that is on a usb drive is to use a device that transfers what's on your computer screen to your television screen. I 
purchase such a device for $85.  with it my TV essentially becomes a smart TV with the help of my laptop.  the sceptre 32 inch TV is an inexpensive flat panel TV well worth the money.  
but it is not a smart TV.

Sceptre TV's are thought to be Hitachi branded televisions made in the United States, California to be specific.
