Could this be used as a boot drive to install windows 10 into a machine that will not boot from a usb thumb drive?

If you had windows on a DVD, in theory it should work but it’s USB so if your computer doesn’t see your thumb drive, I don’t think it will see this optical drive. Are you sure you’ve gone into the bios correctly and chosen usb device/thumb drive as the boot device and also the firsts boot device? You have to change the settings in the bios so it’s not trying to boot from your normal hard drive
