Do you need to plug in the external power source to make this adapter work?  I'm installing it in a server that doesn't seem to have either LP4 or SATA power internally.

if the device you're connecting self powered and or does not require charging then yes, you may be able to use it, however, if the devices are not self powered or have a battery such as a cell phone that requires charging then you'll probably need to supply additional power because the USB 3.0 Ports may be able to supply up to 5 amps each.

Question 2

The card specifically states it has 4 usb 3.0 controllers. What about usb 2.0? Can I run four usb 2.0 devices at full 480 mbps bandwidth?

I can tell you from experience that this card is capable of running 4 Logitech c920 web cams streaming 1080p video at 30fps in color. I don't know off hand how much data that would consume but I do know the cameras are usb 2.0

Will this work on my motherboard - 0NW73C?

Can't say for sure, but likely.   It works on my Tyan Thunder S8230 (PCIe 2.0) mobo, but only with powered devices like external docking stations for SSD/HDDs.   For USB sticks, sometimes it would work and sometimes not, depending on the slot order I used in the adapter and other dependencies.   Yes, I did have the adapter hooked internally to power.     Your mobo is more up-to-date in the PCIe world than mine, so one hopes the adapter works better for you.   It is very performant for the devices that I do having working with it.

If this is using a PCIe 2.0 x4 connector how does it manage 20Mbps?  Wouldn't the theoretical max be 16Gbps?

I think they mean, that each usb 3 port is independent of each other(not a hub). 4 x 5Gbits usb3ports . They just didn't account for the pcie x4 bottle neck. So it would max out at 16Gbs if all ports were maxed out.
