does this have any electronic means of protection from a power outage in the sense of making sure the data is written safely? capacitors for this purpose, etc.

Just like any other hard drive if you lose power anything not saved is lost on the computer. Get a UPS if this is something you are concerned with as it gives you the time to save if you lose power.

Question 4

Noticed some reviews said it is hard to configure.  I need to install Windows on this, for a brand new PC.  Can I do that?  ...Or do I need to use an HDD first and then configure the SSD and install Windows on it?

You can install directly to the SSD.  I had no difficulty doing so and no pre-install configuration was necessary.
