Is this compatible  with all fans or just Phantek’s?

It is compatible with all standard size fans (120mm or 140mm depending on which size Halo you get).

Would this work with Cablemod's RGB box?

Yes it should work. Any 12v rgb controller should be able to control the leds of the fan frame. Im using the xspc rgb controller which works perfectly.

Does this only work well with white fan blades? What if my fan's blades are black, will they still illuminate nicely?

They work with both, better with whites. Blacks don't illuminate as much, but still enough to look great.

can i use a regular RGB led controller for said item?

I believe it depends on the RGB LED controller you have. To connect these you either have to have an existing Phanteks RGB LED strip to chain into or you need to purchase an additional cable that allows it to connect to the RGB header on the motherboard, graphics card, or controller . The connection is 4 wires 1 is power the other 3 are for color.

Does the cheaper plastic model require the additional purchase of an RGB adapter to connect to an RGB header on a motherboard?
