No.  Core locations don't match up with cooling plates. Designed for founders edition cards.

Evga doesn't go with a custom PCB until the FTW editions and beyond. But if you aren't certain feel free to contact Phanteks' support team, for they are eager to help and are actually really helpful.

The phanteks water block will fit MSI GeForce GTX 1080 Founders Edition V801-1289R and MSI GeForce GTX 1080 Aero OC V336-015R. i’m not sure about any other models.

No it will not, the 1080 Ti shares the same board type as a Titan X Pascal, this block will only fit the regular 1080's (whatever it says in the description) EK makes a block that fits it. The EK-FC Titan X Pascal
